My pepper plants (bells & jalapenos) are NOT growing! Why?

I started the seeds indoors about 2 months ago & they've been outside for about a month now. They have hardly grown at all since I transplanted them! I have 2 bell peppers & 2 jalapenos. Anyone know what's going on? I water them good but make sure not to give them too much. Help!
