When do plants need water more, day time or night time?

I'm growing pepper. Cayenne and Jalape�o, they've been in for about 3 weeks and have finger long steps and nail wide leaves. So i'm wondering when's best to plant it and how much and by what means (sprinkled, drops, in a put plant container inside a wet container or another way I haven't yet thought of.
